I think there may be confusion - El Caso Peak vs El Caso Lookout. I saw no evidence of a lookout ever being on El Caso Peak. However, there is a fire lookout tower, El Caso Lookout, located at 34.1031, -108.4954 which is part of Peak 8860 (Slaughter Mesa Quad). I think that's the correct peak for this list. I also noticed that El Caso Lookout has a spot elevation of 8867 and shares the same mountain as Peak 8860 yet its not the highpoint.
