Looks like CalTopo might be going the way of a subscription. I am surprised it has taken this long. Seems like he puts out a lot of content for free right now.

I've been surprised too. Fortunately it sounds like no features in use here will be impacted, and a great source for quality maps will retain continuity. I'd also support the idea of subscription for sites that display caltopo layers, and I've suggested this to Matt in the past.
